Throttle response

I have a 1987 Saab 9000 turbo. Over the last year it has developed an irritating fault: when running at 1000 - 1500 rpm, and neither accelerating nor decelerating, a light touch on the throttle in order to maintain constant speed produces a very jerky response which will continue at about quarter second intervals until I either accelerate or release the throttle altogether; it is particularly bad in low gears. I have cleaned the throttle housing, ensuring on reassembly that there was adequate free play in the throttle cable, and removed and checked the injectors. I cannot find any leaks in the plethora of small rubber hoses in the engine compartment, and the APC gauge goes almost completely to the low end of the scale on engine over-run. The "hooter" valve has been replaced and checks OK, and as far as I can tell the PCV is working. In all other respects the car runs fine, accelerating well and maintaining high speed at larger throttle openings without any fuss. Tickover is steady at around 850 rpm.
This problem is particularly uncomfortable for passengers; more importantly, it is driving me crazy to the point where I feel like junking what is otherwise a very fine car, one which has served me well over the last fifteen years.
Hopefully someone out there has suffered from a similar problem and discovered the cause? If so, I'd be very glad to hear from you or from anyone with suggestions for a cure.
