For the record.... Hand brake on my 90 9000T goes down farther than on my 95 9000T (wifes car) by about 3/4". Bending the steel tab on the parking brake handle that presses the switch makes the pesky Parking Brake light go out when it is supposed to.

OK...
Sequence for adjusting the parking brake is everything:

1. Adjust the allen screw with the parking brake cable detached from the caliper lever. I tightened and back off the allen screw 1/4+ of a turn but not more than 1/2.

2. Press on the lever with your hand, because the travel of this caliper parking brake lever is what you are adjusting. When pressing on the lever it should meet resistance (pad touching rotor) in about 1/4" to 1/2". If is is more than that tighten the allen screw a bit.

3. Now lossen that cable adjustment nuts at the parking brake handle (remove the brush cover).

4. Return to the back-end and engage the cable ends on the caliper levers.

5. With the lever in the relaxed position, I measure the distance from the lever to the stationary cable bracket (about 2.5") away. This tells me where the lever should be with the handle down / brake released.

6. Back in that car, with the handle down, tighten the adjustment screw for one side, checking that that lever remains in the released position (lever extended towards the back of the car.) Tighten, check lever, handle up and down, check lever again, tighten, etc.

7. The nuts are adjusted right when the lever is in the relaxed position when the handle is down, but starts to move when the handle is up a click or two.

8. Don't forget the other side and to test the car parked on an incline.
