The turn signal relay is located, oddly enough, on the relay board which is a pulldown panel located above the fuse panel - a pain to access on 1994+ cars with a passenger airbag. To get to it, you have to remove the fuse panel, undo a few screws and special fasteners, then pull down the panel.
That said, I have the same geezer issue, it's hard to hear the relay buried where it is, especially with the radio on. I've noticed that the newer SAABs, i.e. the 9-5, have a loud audible click signal (routed to the speakers perhaps?). The steering wheel also blocks my vision of the turn signal indicators on the instrument panel, so I have to pay undue attention to make sure that the light gets cancelled on partial turns.
