Here's my take on it-
I replace the serpentine belt every 30K. I replace the tensioner and idler pulleys every 60K. If I don't know how old the pulleys are, I replace them when I replace the serpentine belt. Alternatively, take off the serpentine belt and spin the pulleys by hand, and see how they feel, and if there is any play.
As to the Harmonic balancer, I only replace that when it shows signs of failure. It's pretty easy to check and monitor it's condition on the 9000. The harmonic balancer almost never goes from OK to failed - it gives warnings. Paint a line across the face of the pulley. Start the car a few times, and then check the line again. If it's still straight, the pulley is OK. If the inner part of the line doesn't line up with the outer, then the pulley is going. And once the line is there, it's easy to take a peek at it during the normal regular Open The Hood and Look Around check.
