The switch can be the problem without actually being bad. Sometimes, the plastic rod can get pushed up into the switch, which then thinks the clutch (or brake in your case) is depressed. This was the problem on my son's 95 Aero. It can be fixed by grabbing the plastic rod with needlenose pliers and pulling it out all the way, during which you will hear clicky noises from the detent mechanism. It is designed to self-adjust when you re-install it. Good luck.
