The dash indicator is connected to the +12 side of the left high beam lamp filament. If the indicator is on, it indicates that the left high beam is getting power.

Try this - get yourself a meter and open the hood. Find the engine mounted relay/fuse panel. With headlights on, but NOT brights, First, pull out fuse #3, which should be the left hand high beam. The indicator should go out. The left high beam should not have changed.

If the indicator didn't go out, then somehow it got wired to the wrong place, or it isn't the high beam indicator you're looking at (sure it isn't the rear fog light stuck on?) A possibility is that the left headlight ground is flaky. If the light stays on, measure the voltage on the load side of the fuse - both sides should be zero volts, but if one side is 12 volts, then the indicator is somehow getting power from somewhere else. If both sides of the fuse are 0 volts, but the indicator is on, then the indicator is wired to something else. Highly unlikely, unless the previous owner was madly re-wiring the car.
