95 CSE hard starting- any ideas

Has been going on for 1yr+. Symptom: lots of cranking before start, will usually die 2-3 times before it stays running. After that runs fine but appears to idle rougher than before. Once warm starts faster. Recently reaplaced fuel pump in back (it died), new battery (old, bad) and a new DI cassette was installed in last 60K miles. Fuel economy hasn't changed. Have not changed O2 sensor, seems like it may be a little more sluggish than before, but we do have a turbo that is getting more noisy, and we've been told it is on its way out. Have also notice turbo needle is at low end of boost, and never goes lower than this, even if the car is shut off.
There appears to be several areas that I see in troubleshooting, namely crank position sensor, block temperature sensor, fuel pump check valve and maybe some others.
would like to see some good suggestions to test and home- in on the problem without replacing parts that are not bad.
