the 91 9000 and the SPG are fundamentally different engines for starters -- 2.3 liters with balance shafts in the 91, versus 2.0 liters and no balance shafts in the SPG (here I'm assuming you're referring to a 900 SPG -- no such thing as a 9000 SPG, at least in US). Turbo engines have a baseline compression that is lower than that in a non-turbo.
You'd need the exhaust manifold for a 9000 turbo (not a 900), plus the pistons, fuel injection components, and complete exhaust. After that, you'd have to somehow install either a 9000 turbo ECU or jury-rig the 900 one (not readily possible) plus adapt the wiring harness to hook up all the turbo doo-dads from either 9000 or 900.
Getting the picture? I have yet to hear of anyone making a non-turbo into a turbo, because the project's cost and complexity makes buying a fully-functioning turbo car much more attractive and practical.
