You didn't specify what kind of meter you are using, and I presume that it is not a precise piece scientific equipment - digital or analog makes no difference. If I recall from my lab days, very accurate meters have their precision specified at one point (the midpoint?) of their scale(s), and they have different scales for different ranges of measurement. Most reasonably priced meters are inherently inaccurate at the extremes of their measurement scales, and 3 ohms is a pretty low measurement - especially if it is not "zeroed" before using. At low resistances, the cables and quality of the connections to the measured device makes a difference too.
That said, your BPCs are probably OK, mine measure at 2.8 ohms per leg on my meter. When they fail, the coils in the BPC either short out (zero ohms resistance) or open up (infinite resistance).
