most likely doesn't need the dash control, which is $50 used on ebay, or $800 new (or something like that).
to check the blower motor (very easy):
1. remove the plastic cover (aquarium cover) located at the bottom of the windshield when you open the hood (8mm socket I think). pull off the windshield washer hoses.
2. you'll see the blower motor housing and the wires coming out (green and black) and the connector. remove connector and with two wires try to run it directly from the battery.
3. if it doesn't work you need new blower motor ($65) from swedishparts.net, for example. probably 1.5 - 2 hours labor.
4. if it does work, you likely need the blower motor controller that is located to the left of the blower motor housing. $104 from eeuroparts.com, held in by two screws, easy to replace yourself. just have to remove two more 8mm screws holding on false bulkhead behind engine so you can get to screws easily. it slides up and away from engine.
To verify dash control, try to find saab owner near you to swap dash controls (they pop in and out easily by removing ashtray and pushing from behind).
