Electrical Problems- Please Help!!!

I have a 95 9000CSE turbo and I have been experiencing weird electrical problems. I just bought the car a month ago and am not very familiar with saabs.
Sometimes when I start the car, it will start right up, but none of the gauges, instrument lights, or radio will work. When this happens, sometimes I can see the voltmeter very faintly, and it reads between 5 and 7 volts.
If I shut the car off, half of the time the problem will be fixed and everything works like it should. Other times when I restart the car, the guages will work but they are not accurate.
To try and fix the problem, I first started by checking all of the fuses. While doing this, I noticed there was a jumper wire between the instrument panel fuse and the radio fuse. So I disconnected this wire and started the car. It started right up and everything worked, so I depressed the brake and pushed the shift lever button to go from park to drive. As soon as I pused the button on the shift lever, everything(radio and instrument panel) stopped working. So I shut car off, reconnected jumper wire, started car and was back at square one.
Antoher problem I have, is when the car is running and the lights are on(daytime running lights) if I manually turn the headlight switch to turn the headlights on, the car shuts off and will not start while the switch is in the on posistion.
Maybe I'm missing something simple here, I'm gonna go crazy if I can't get this figured out. Any help would be GREATLY appreciated. Thanks.
