Relay is in quotes because it isn't actually a relay but looks like one - orange box.
I opened the box and reflowed the solder joints, which fixed the same problem - fairly common issue here. You may have also noticed that the blue "high beam" indicator light on the instrument panel isn't working, as it is powered by the left high beam. If the indicator is working, you may have a different problem.
