The insurance co is low-balling you on the value of the car. Nada says the value of the car is 2800 high retail, 2125 average, 1225 low retail. They can't just deduct the cost to repair the rust from the value of the car. The rust is factored into the judgement of whether the car is valued as high, average or low.
The first thing I recommend is that you argue with the insurance co that even with the rust, the car was still in the average to high end of the value range before the damage.
Once you can agree on the value of the car, and they deduct the deductible, you have to decide what you want to do with the car. Lets say you both agree the car is worth 2k and the ded is 500. You now have 1500 in your pocket and your choices are:
1. take the money and run.
2. Take 50 less and keep the car. Be sure that they clarify what type of title they will give you, its possible that you may give you a title that does not allow you to put the car back on the road.
If it were me, I'd probably keep the car. Even if you can't drive the car on the road, you probably could part it out for maybe another 1000, leaving you with about 2500.
If you get a good title, then you have the option of repairing and driving and pocketing whatever is left over, or selling the car once you have it running.
