Usually the cotter pins or "e" washers (or whatever those things are called) corrode and fall of, disconnecting the wastegate actuator arm from the wastegate. A stainless cotter pin/washer (depending on what was on there before) can be had from Home Depot for a few cents. Hopefully, that is all it takes.
