Compressing the belt tensioner isn't a matter of strength, but of patience. The tensioner is a spring and a damper. If you try and push hard and fast, it resists with massive force. The trick with the tensioner is to apply a constant force, and just keep it applied. Don't push with all your might, just with 30 or 40 pounds of force (just guessing at that) for 20 or 30 seconds. The tensioner will move.

Can you replace the water pump with the fender inner-liner on? Yes. I did it once, many years ago when I was new to the 9000 and stupid. Here's a hint - REMOVE THE FENDER INNER-LINER!

Removing the inner liner is all of about 15 minutes - 20 if it's your first time. With the inner liner off, all is revealed. Can you do the water pump from above with the liner in place? Sure, if you're good at building a ship in a bottle, blindfolded. The time you 'save' by leaving the liner in is more than wasted in trying to find all the bolts and pipes, blind. And don't ask how hard it is to remove the old gasket material like that, and be sure you got it all. And reaching down through the narrow gap between the engine and inner-liner will kill your back - wityh the liner off, you can pull up a stool and see exactly what you're doing.

There is only one drawback to removing the inner liner- since the entire accessory side of the engine is available, you find yourself doing those extra tasks you've been putting off, like replacing the idler and tensioner pulley, actually seeing the condition of the rear motor mount, maybe seeing the front seal that's starting to leak, and the harmonic balancer that's getting tired. When I pull the inner liner, I usually end up doing two or four jobs at once.

Remove the liner. It's worth it.
