Yes, an OBD-II scanner will work on a 97 CSE.
There are three kinds of interface plug styles out there for OBD-II. The one Saab uses is the same as most European and Asian car brands as well as Chrysler, and it's called ISO (the other two are VPW for GM cars and PWM for Ford cars). It's a roughly 2" x 1/2" trapezoidal shaped plug found under a little black cover directly below the steering column.
If you have a Windows laptop with a serial port (or a USB-to-serial adapter), you can, for about the same price as a scanner (~$100), get a much more useful interface and software. This is the route I went. This enables you to view codes (and related info), reset them, and view and plot information coming from the car's various sensors (oxygen, manifold pressure, etc...) and lots of other stuff. Check out the link below for more information on the hardware and software behind this approach. The most popular software packages are Digimoto and ProScan.
