Can't Pass MA emissions! graph attached

hey all,
This is the second time i failed nox since august. I can't pass it. I failed nox a couple of years ago last time i had to inspect for emissions. i went through a ton of stuff including if i remember correctly plugs, dist. cap and rotor and some other things. It turned out, the check valve on the vaccuum line from the dist. cap to the throttle body was backward.
Well i failed nox again this august. Along with this i was getting rediculous gas mileage, about 14mpg Vs. 29 when working good. I changed my air filter becuase it was yuckmouth and my PCV valve/breather was OUT of the valve cover. Stuck this back in and BAM! my gas mileage was back up to 29 (highway). Now i figured this would cure my nox demons. It didn't although it helped. I attached a link to the graph i got incase this helps rule out any culprits.
Here in MA the limit for nox is 3.00 I ran a 3.61. 1988 9000Turbo automatic with about 102k miles. The car runs mint, no problems with performance or anything of the sort. Im at a loss. I appreciate any help a ton.
TIA,
Nick
