Can the boost guage read incorrectly?

The Aero's boost guage no longer goes to the full boost mark (about base boost level), and seems slow to boost up. The car doesn''t SEEM to have lost any/much pep--though it no longer overboosts--which it would on occasion. This started after I had lost coolant and the motor did heat up for just a few moments before I could get off the road and shut it down.
Further, the motor seems to now want to keep spitting off the vacuum hose running to the throttle body--the one with the little red and white "fishing bobber" inline. I had zip-tied one end, then found the other end off later.
