The tailpipe is in a single assembly with the rear muffler, so the only way to replace that alone would be to cut it off and weld on another. Problem is that the stuff forward from the corroded section is probably in a similar state, so it may not be long before that goes bad too.
The studs and nuts holding the bits together on my 93 were hopelessly corroded, so I didn't even entertain thoughts of using a wrench on it; had to use my muffler cutter, which I used to cut away the remnants of the nut.
With the parts separated, if you want to reuse the flange, you have to press out the stud (or more like stub). That was actually the most difficult part of the process. I used my heavy vise to brace the flange while whacking on it with a sledgehammer, and eventually got it out. Used regular nuts and bolts to reattach.
If your system hasn't been off for a long time, it may be in a similar state, so be prepared to do some cutting.
Just for fun, I bought a flexible pipe section and MIG welded it in place of the old center muffler, since it was excess, now that I replaced both center and rear muffler sections.
I'm going to try putting it on and see how loud it is; most of the reports about a center muffler bypass seem to be from those with turbos and not the normally aspirated cars.
