Update on 94cde low oil pressure

I started early this morning at 7 AM to take the engine apart. Got the engine on the stand, removed the sump pan. I was shocked to see a 4" long balance shaft chain in the crank case. Then I proceeded to open the timing cover. This is what I saw. Of course the balance chainis broken. Looking at it more closely, the chain broke not because of weak chain sprocket. The 94 is supposed to have hardened gear. I found I can not turn the two balance shafts by hand, because of lack of lubrication? So now removing these two shafts is going to be a challenge.
I think what happened was the oil pump snap ring was installed wrong. It resulted in low oil pressure and lack of lubrication for the two balance shafts. The balance shaft chain became increasingly difficult to turn the shaft so it broke because of the stuck balance shafts.
But I cannot explain why after the chain broke I still have low oil pressure. The oil pump gears look fine.
