The hooter valve is not connected to the boost controller.
The hooter valve is conntrolled by straight manifold vaccuum/pressure. It opens when the intake manifold is in vaccuum to create an open path between the output side and the input side of the turbo. This allows the turbo to spool up slightly faster and helps relieve the pressure spike that would otherwise occur in the piping between the turbo and the throttle body when the throtle suddenly closes.

What controls boost pressure is the wastegate. This does basicly the same thing (blowing off turbo pressure by sending back to the intake side)right at the turbo. The waistgate is set to open at about 5# pressure (base boost)
The BPC allows for higher boost by bleeding off the pressure in the line that runs to the wastegate, so that even though the manifold might be at 10# pressure, the valve is bleeding off 1/2 of that pressure so that the wastegate only sees 5#.
The R line is a Return line, the line the pressure being bled off goes through and Returns to the intake upstream of the turbo(just where yours is connected).
