As soon as the car starts, the vacuum from intake manifold pulls through the red/white check valve and then through bleeder/dump valve to activate the throttle linkage diaphragm.
If that doesn't happen it could be a slew of different things.
The red/white check valve could be turned backwards.
The bleeder valve is not getting any power or ground, opening the valve.
The vacuum hoses to bleeder valve is not connected properly.
The diaphragm is ruptured in the vacuum bellow.
If you loosen the upper vacuum hose from throttle body when engine is running you should have vacuum at all times.
