Either of your choices are going to be OLD cars, about 15 years old.
The amount of work involved depends upon your standards.
The 9000, being a more sophisticated car with more options, will take more time IF your want everything on the car working at 100%(or maybe I'm the only one on this board that has spent a dayrepairing a non-functional but heater or tearing down,lubricating and rebuilding one of the fan as in the rear doors because it was getting noisy).
The most reliable way to go would be with a 96-98 9000, 5 years newer and the final tweaked version of the model progression. Granted, they aren't as Saab-like in their appearance as the earlier models, but better trans and a much greater possibility of buying from the original owner. The 91's have probably cycled through 3 owners or more, and are much more likely to be cursed by the infamous PO syndrome. In my experience, 2nd-3rd owners of Saabs generally end up overwhelmed by maintanance costs and dumping the cars after a 2nd or 3rd major repair bill. Lucky for us, that's the reason these cars can be purchased so cheap. There are plenty or 96 CS 9000's that can be puchased for around $2500.
