Not sure about the fault codes, but a 9000 "no heat" issue is often caused by a broken arm on the flap next to the blower motor - a broken blender door would be much less usual. If you take the cover off the false firewall, you can take a look at it (it's roughly in the middle). On the left hand side (as you're looking at it) of the blower motor you will see a cable going to a a small plastic arm. If you have somebody in the car move the heat from hot to cold you should see the cable move. If the arm doesn't move with it, that's your problem. Saab sells a repair kit for these that should cost a lot less than your mechanic quoted. If he doesn't see a lot of Saabs, he may not have checked this.
