i had the identicle problem on my 92, and i remember the clusters to be the same, i found the problem to be the sending unit located on the trans (near the firewall) there is no spedomiter cable to speak of, its 2 wires to a unit thats about the size of a drinking shot glass that screws directly into the trans, (no bolts or nuts, the unit is threded) its an easy fix, but a costly one, the unit cost over 200 dollers from a saab delor, look for used ones at junk yards. its sort of funny, my 92 had a simeler problem with the boost to, but thats not so simple. i found my problem to be that the cotter pin was missing from the wastegate controll lever on the turbocharger, and the vacume controll was not connected, hence the wastegate open (venting) position. but to my understanding, 92's and 94's had differnt fuel setups, and im not sure how simeler the turbos are (results may vary)
