Struts are dynamic devices - not static. Springs are both. At rest, the spring holds up the car.
If one corner is sitting low, you've probably got a broken spring or a broken spring seat.
If the spring is broken, you may be at risk of a sharp spring end rotating around and sticking into the tire, and then you're at risk of lots more excitement.
If the tire is hitting fender liner then you've lost damping - perhaps because the spring is no longer tied to both the strut rod and the strut housing. Bounce makes it hard to control the car, and you're in for even more excitement.
You'd best get it looked at ASAP.
