In Picture 18, you'll see an arrow pointing to the 'metal square'. That is the polyfuse. All it consists of is a special material metallized on both sides. When too much current passes through it, it heats up, and the resistance increases. This keeps the motor from running and burning itself out. Once the 'polyfuse' cools down, the resistance drops, and the motor can run again.
Anything that increases the resistance on the metal bit, like grease between the metal contacts and the surface, is a problem. Since the whole thing swims in grease, there is usually a problem.
