I would suspect the ignition switch.

The Mechanics section lists at least three SAAB specialists in SF. Embarcadera Automotive, Last Chance Garage and Planet SAAB.
In that the ignition switch is wired into the headlights, interior lights and the starter, and none of those are working correctly, my bet is the switch is worn out. Probably not an expensive repair.
