Yeah, likely to be something with the fan controller or wiring to it, though that's an odd failure mode.
the ACC puts out a control signal that goes from 0 to 5V, which the fan controller uses to control the blower motor. If the external signal got shorted, I would have expected it'd go to ground rather than 5V.
Probably like Noel said, maybe something with the controller itself allowing water to get into it and mess with the internal circuitry. Might try to do some judicious sealing of the unit to keep water out-
In the interim, you could always just pull the 30A fuse in the glovebox for the blower when it happens, if you don't want it running full blast-
