When the TCS comes on, it retards the throttle, and depending on your transmission (auto or manual), may even apply the brakes. Yes, it may make some interesting noises.
The TCS button stops the TCS from cutting back on the throttle/applying the brakes if it detects wheelspin. If you hit the OFF button, it will stay off until (1) you hit the button again, or (2) shut off the car - it will come back ON when you restart.
Why turn off TCS? Two reasons. The official reason is that there are a few conditions when TCS does more harm than good. An example is if you are stopped on ice. With TCS on, as you apply gas, the wheels will slip a little. The TCS will kick in, and you'll go nowhere. Under these conditions, a little wheelspin is OK. Normally, leave TCS ON. If you find yourself stuck, because when you apply the gas all you get is noise and no movement, try turning it off.
The unofficial reason to turn TCS off is if you want wheelspin - very aggressive driving, or just having fun in a snowy parking lot.
PLEASE NOTE - The TCS OFF does not stop the limp home mode. TCS cars have a drive-by-wire throttle, basically. If the TCS detects a problem, usually with a sensor, it drops into limp-home mode, where it severely reduces power. This is a safety measure, as a throttle run-away is no fun with a turbo car. Some TCS cars drop into limp-home, causing much consternation, due to dirty sensor connections, weak one-way valves, etc. This causes some folks to try and disable the TCS. Hitting OFF doesn't fix this - Off only stops the TCS function. Drive-by-wire is still drive-by-wire.
