it could just be winter gas then...
my old 95 subaru legacy got around 24 - 25 city during the warmer months and would immediately drop to 17 - 18 when winter gas kicked in, even the dealer admitted as much would happen.
didn't notice it as bad on saab. i'm getting 16 - 17 mpg now with mostly stop lights that kill my mileage. if i could only keep moving i'd do a lot better.
i'm not sure why, but when i swapped AMMs from my 92 to my 93 recently, the mileage seems better on the 93. maybe an air/fuel mixture thing? i don't know exactly how that works.
plugs i haven't found made a difference. the plugs on my 92 had i don't know how many 10's of thousands of miles and there was barely enough metal left to gap, with an old DI, and it got great mileage. new plugs didn't make a noticeable difference, but the air filter did. a new di improved things more. best i got was 37 on the highway, but i was careful.
good luck. hopefully it's just winter gas and cold weather.
