The system comes slots for four remotes. If they're full up, you need to erase all of them and re-program the ones you have. There is a window that allows you to erase all of the remotes.
It will give you a very scary screen warning that if you do this, you may never get the car to run. I don't know your location, but this isn't a problem in the US. It's a possibility with the UK alarm system, and in the later NG900. But it's not a problem with the less sophisticated US-market alarm system.
This happened to me - the '97 I bought came with one remote, but all four slots were programmed. The Previous Owner liked to lose remotes. I bought a new remote (eBay) and went to the dealer to program it. All four were full, and the dealer was scared by the screen, and refused to erase the remotes. At the last Saab Tech Session, John Moss came out with a Tech 2 and did it in less than a minute. He explained the scary screen.
SO just erase all of the remotes, then reprogram in the two (or one or three) you have. No biggie.
