You may have a meter issue as Ari says. Since having both driver transistors bad at the same time is not likely, any appreciable difference between the resistance into the ECU would indicate a bad transistor. Measure resistance into the ECU with the ignition key off. Do not connect a new BPC without checking the ECU, a bad ECU will over heat and fail the valve in short order. Typical ECU driver failure is caused by over current (shorted coil) which causes typical failure of this type transistor, shorting. The shorted coil and transistor then blows the fuse. Can you blow through the valve? A blocked to middle port will cause over boost.
