You didn't mention the year of your car, but I assume the foglights are the ones built into the newer CS body style cars (93 and newer). Those are integrated into the airdam, and can be accessed from below the airdam by removing the air deflectors plates.
One problem I've found with the fog lights is that the sockets corrode. You'll see them as slightly brownish, and if you look at the bulbs, you'll see a little pitting on the contact ring. The socket corrodes, and the current-carrying contact between the bulb and socket shrinks to a small spot or two. This causes heating and arcing, and those spots no longer carry current.
I've pulled the sockets out and polished them clean with a fine wire wheel. It takes a special torx driver, one with a small hole in the center, as the torx screws have a little bump in them. Most tool stores will carry the set. I've also had to tighten the retaining springs up some. With the corrosion, you can measure 12 volts at the bulb with a meter, but the surfaces can't carry the current (5 amps each) to light the bulbs. I realize this wouldn't be the issue if the bulbs come on when you press the switch. I'm pretty sure the toggle on/ toggle off feature is in the switch, not the relay, so if it doesn't stay on when you let go of the switch, it's a switch issue. If you can't see what's wrong with the mechanism, find a replacement switch.
As to the headligh switch bulb, yes, it's a 12 volt, and just about anything that fits will work. I'd take it down to the autoparts store and find something that will work, socket-wise. There is little joy in troubleshooting light bulbs - just replace them. I find the headlight switch illumination to not work very well - I've given up on trying to keep that switch illuminated.
