How badly did you fail NOx? If you just barely went over the limit (say less than 100ppm over) then I would actually recommend you try those chemical treatments like "garanteed to pass"
I was skeptical about it until a trusted friend made a reccomondation. For my '87 9kt here's a quick summary of my "test" in NJ
first emmission test 152k miles, no additive
passed NOx within 40ppm of threshold
2 years later 175k miles no additive
passed NOx within 8ppm of threshold (yikes)
2 years later 194k miles used additive
passed NOx within 200ppm of threshold
all tests were done in december 1999, 2001, 2003 respectively
my 95 aero just passed within 2ppm without it last month. When I take it in for the next test 2 years from now i'll be running the additive for sure
