You don't check ECUs by swapping them....

Saabs have a Crank Position Sensor, not a Cam Position Sensor like many cars. The DI actually figures out (using the plugs) what the cam situation is, and only references the crank.
Your best bet, if you suspect the CPS, is to replace it. But first, what type plugs are in the beast, at what gap? As you probably know, these cars MUST use resistive-type NGK plugs. No others are acceptable as they can and do destroy DI cassettes regularly.
There are differences between 94 and 95 that are more involved than just the OBDII function -- for example, the ECU in 95+ cars handles turning on/off the radiator fan, there's no thermoswitch.
If your ECU's returning a fault code, it's almost 100% unlikely that the ECU is at fault.
Don't know what a CPS costs these days, but if your plugs are proper type and gap, that would be your next avenue. Swapping ECUs between cars can result in damage to perfectly good ECUs, so do it only if you have good reason and know for sure they're fully compatible.
