I've done toein on my 88 and 89 a variety of ways. Latest is with a laser level (which fits nicely on the rim without hitting the tire) and two tape measures laid out equidistant fore and aft of the front wheels. Toein spec can be visualized as an isoceles triangle with an apex way out front of the car or as a trapezoid which is part of that triangle. In its simplest form, the legs of the trapezoid are the rim diameter and base and the top are two parallel lines representing the distance between the rear and front edges of the rims. Factory spec for total toe, or the difference between these values,is 1.5mm+/-.5mm. With poly rear control arm bushings, 1.0mm is recommended.
With the two tapes laid out equidistant fore and aft, and parallel to the centerline of the front wheels, you can use the laser level to measure the difference between the base and top of a a trapezoid similar to the one described above. The observed reading is proportional to the ratio of the distance between the tapes and rim diameter, but you should think that through carefully.There is error if the tapes are too close to the wheels, but it diminishes the farther out you go.
You have to like this kind of thing and think it through to justify doing it, but once you get a system down, you can recheck, experiment, etc. without spending $50. I had the local high school tech center put mine on the rack and it was right on.
