The common sense part is stuff like does the car look nice, and drive well with no weird noises. Do you smell coolant in the car? (means the heater core is dying) Does the transmission shift up and down smoothly? (you can feel it but it should not be harsh or jerky). Can the owner supply maintenance records? Take the VIN and run a CARFAX and also have a Saab dealer run the VIN to see what warranty or recall work has been done.
FWIW, a '97 should look pretty nice--it's only 9 yrs old. Are the tires wearing evenly? Does all the stuff work? (heated seats, headlight wiper/washers, outside mirrors, stereo, cruise control, etc, etc.) Stuff that doesn't work becomes a price negotiating tool!
If all this stuff "passes" pay $50 to $100 to have it looked at by a Saab specialist mechanic. NOT a dealer. You want to go to a specialist because they will know stuff a tech who only sees Saabs occasionally will not. This is important! Make a list of anything wrong and get an estimate of cost to repair. It's another haggling tool!
The things to watch out for are motor mounts (2 upper, 2 lower), heater core and heater blower, age of DI (direct ignition) cassette (the red thing on top of the engine), serpentine belt and pulleys, possible coolant leaks around the cylinder head. Otherwise it's like any car: brakes, tires, exhaust, etc. etc.
As for the tranny, who knows? Some last a long time others don't. The one on the '95 I got last year works fine and has had minimal fluid changes. FWIW, *LOTS* of cars these days have tranny issues, so buying used it is a chance you take with any make.
