is the new pipe electrically isolated from the engine?
o2 sensor needs a good solid ground - it only makes about 1 volt. try adding a temporary ground from the downpipe to the chassis or block.
do you have a CEL code? the sensor might not have survived the transplant. did you get anti-sieze on the shroud? make sure the vents on the outside are clear.
you can test the sensor with a voltmeter. you should get around a half to one volt on the black wire with it disconnected. if it reads zero, it's NG.
