As others have mentioned, I don't believe the '91 came with TCS.
TCS was available on '92 through '95. The major complaint is that TCS was essentially a drive-by-wire system. If it detected a problem, or thought it detected a problem, it would drop into a safe 'limp-home' mode.
From what I can tell, most TCS equipped cars don't have many TCS problems. A group of cars have had the TCS cause the car to go into limp home, but it was fixable by cleaning contacts on the sensors, or replacing a not-too-expensive part. A small group of TCS-equipped cars had numerous, repeating TCS problems. They get all the attention.
When it comes to disarming the TCS, it all depends on what you mean by disarm. Do you want to remove TCS altogether because you are worried about it dropping into limp-home mode, or do you just want to shut off TCS because you want some wheel-spinning fun?
If you want to remove TCS entirely because you worry about limp-home, it is a big task. You need to replace the throttle body, gas pedal, and cable linkage from a non-TCS car. I *think* you don't have to change the ECU. Big task, and not worth it. It's easier to keep the contacts clean on the sensors.
If you want wheelspin, there is a TCS OFF switch. It was standard in '95 cars, I believe. If you have a '92-'94 MANUAL TRANSMISSION car, you can install a TCS off switch.
All this does is defeat the TCS so you get wheelspin. It will NOT keep you from going into limp-home mode if a sensor goes south. When the car is started, it defaults to TCS ON. You can then hit the button, and if you're at less than 37 mph, TCS will be defeated until you hit the button again, or you shut off the car.
To put in the TCS off switch, you need the switch, which is just a momentary contact switch with a light. If you have a '93 or '94 car, you just need to wire it to the ABS controller. If you have a '92, you need to replace your ABS box with one from a '93 or later car (up to '95).
Yes, there is a little more, like how to wire the switch, but I don't think you were looking for that much detail right now. Service Bulletin 85 49 374 has all the information. I have a copy.
