loose ? If so, tighten the nut.
I presume the shaft is rotating properly then read on (if not, then you have a bigger problem).
If the arm still not following the shaft, remove the nut from the shaft, remove wiper arm and look at the wiper arm mounting hole. Is the hole all smoothed out on the drive shaft side of the hole, you should see bare aluminium on that side ?
Also look at the mounting shaft, it should show some "teeth" (my lack of a better work) for the wiper arm to bite down on when screwed down; hopefully the "teeth" should still be there as the shaft is made of harder material than the aluminium wiper arm. Use a brush to clear the "teeth" if need be.
If the mounting hole on the wiper arm is all smooth, it cannot take the torque from the shaft no matter how hard you screw the nut on. The mounting hole of a good wiper arm should have "teeth" as well to mount properly on the shaft. So buy a newer arm (good used parts would do fine).
What might have happened was the wiper arm nut got loose and the arm started slipping on the shaft eroding the softer teeth on the arm and you ended up with a "floating" wiper arm.
