Bad MPG (cont'd)

I need some serious help. I've already read alot of post on here but the only thing that I have seen that I haven't yet done is change the O2 sensor. I have a 95 CSE which I've had for about 1.5 years. When I originally bought the car I beleive the mileage was about 23 mpg. I was told that the car had been tuned up not too long before my purchasing it but I went ahead and replaced the plugs about a week after purchase. The mpg went down to about 18-20 mpg city. I was also getting about 20-23mpg highway up until recently.
I live in the burbs of NY and make regular trips to MA for weekend trips. Last weekend before another trip to MA I replaced the two axles and had the car tuned up. After going merrily on my way and getting back to NY after one day due to snow. I filled the tank within a few days of returning and found with almost all highway miles to this tank I was down to 14mpg. I refilled the tank again from half way two days later and found I now had 15mpg.
As I mentioned this car is a 95 CSE with an automatic tranny. The plugs were just replaced along with the gas filter. I already had a fairly new air filter. In the past year I've had the engine and cooling system flushed and just last week I had the fuel injection system flushed\cleaned. I run 225\50\16 tires which were replaced recently. I replaced the roters and calipers about six month ago just so I coould add a set of Brembo drilled and slotted rotors. The oil is changed every 3000 give or take a few extra miles. I didn't replace the PCV this time because I forgot but I don't feel this can be an issue since that is just over a year old.
The car runs like a dream but this mileage has to got to go! I do have a somewhat heavy foot but nothing has changed in the past year to warrant changes in mpg except the fact that it is winter right now. I can't think of anything else that would be pertinent to figuring out what is wrong.
Can anyone help me???
THANKS!
