I suggest old style elimination tracing... does the pump make pumping noise/vibration?... is gas getting to the fuel filter?... how about that pressure regulator? Pump can be noisy, but doing nothing so check the filter end first. Throughly inspect all fuel lines. Specially the flexible ones back by the tank and the pump connections...look for hairline cracks. I had a no start problem two years ago that drove me and my indie nuts until he found a hairline crack in a line at the tank. pump started up, system began to pressurize, crack opened and dumped the pressure... no fuel! Fix was $0.79 for a hose, labor was a bit steeper. If the system loses pressure the fuel goes nowhere no matter how hard the pump tries.
