Yes. The easiest check is to disconnect the electrical connector and then with the engine off and the ignition on, reconnect the connector and you should feel/hear a buzzing. If no buzz, then definitely the AIC. I have a used one if you need it.
If it buzzes, then you need check for resistance. If its a 3 prong connector, the resistance between 1-2 and 2-3 should be around 14 ohm, and between 1-3, about 26 ohms.
If all the previous checks out, take out the valve and clean it with brake cleaner or carb cleaner. Look inside one of the tubes and you will see a slit that you can open and close with a screwdriver. It should move easily. Lubricate lightly and reinstall.
