Radio.
Unless the radio unit itself has a problem internally, I'd suggest that the connectors at the back of the radio just have a dirty terminal.
Warning - the following procedure will disconnect the power from the radio, which will require that you enter the radio's code when you power it back on. Make sure you have the code BEFORE you start this. If you don't have the code, call your local SAAB dealer and have your proof of ownership details and the car's VIN number and they'll get the code for you. (Some dealers will ask that you fax the prof of ownership documents to them, or even insist that you turn up in person).I've done this twice and not been charged, although some might...
Now that you have the radio code, remove the radio and unplug each of the connectors in turn and spray some wd40 on them. Not too much. wait 5 mins for the propellant to evaporate and then plug the connector in and unplug a few times - this will clean the terminals. Do each of the connectors in turn and then reinsert the radio but not fully.
Turn the radio on and you will see the word CODE on the display. Enter the radio code (4 digits on mine) and the radio should come on.
If the radio now seems OK, you can fully insert it into the dash until it clicks home and you're done.
(If not sure how to remove radio, just insert a couple of pieces of coat hanger into the holes at the top/side of the radio and pull it out by putting your hand in the cassette hole and pulling).
Headlights
I use T-Cut or glass cleaner to clean my headlights, assuming the problem is the outside of the glass. If inside it means you have to remove the headlight lens. I've not done this before (and it may be that some models are fitted with sealed headlights?), so search this board for "headlight lens removal" for more helpful advice at this point.
Good luck
