Because of the self-test capability of the car, and the closed-loop nature of the AIC valve, I doubt that's it. If the AIC is truly bad, idle will be low or high. If it's jumping around, that's a sign that the control is trying to adjust the idle (via the AIC).
Most cars have vacuum leaks, usually more than one. For a bad idle, I'd start at the hoses and valves. Move hoses around as the engine idles - if moving a hose causes an idle change, inspect that hose carefully.
One of my favorite vacuum leaks is the charcoal canister. Since it's located in the right front fender, it's out of sight and out of mind. And it has a nice, fat hose that is under turbo boost, so it can slip off easily.
Remove the right front turn signal assembly (easily done - just held in with a clip) and peek in. Make sure the fat hoses going to the canister haven't fallen off.
Other things to check would be the diaphram on the hooter valve. But I'd go for the simple stuff before I'd try and go for a bad AIC.
