Jim, Take a punch with a nice squarely ground end about 1/4" diameter and punch the staked areas in and they will break off. Then go at the bolts with a six point socket on a good 1/2" impact wrench (although they are often loose enough to get with just a ratchet). I generally reassemble with new bolts but it's the red (high strength) "locktite" that I use that keeps them tight, not the staking. If you carefully grind the flange smooth you can sometimes get the bolt to settle in a slightly different place and stake it again. I've never been able to "lift" the staked areas. Good luck.
