idle will not come down below 1200 RPM

I completed the head gasket renewal on my 93 9000 CS (non-turbo) 5 speed. 3
The idle will not drop below 1200. I have backed the idle screw all the way out. When cold, she will idle at 900.
I installed new injectors.
I also removed the balance chain while I was in there. The crank gear was pinged over pretty bad. Anyway - I notice no diferences without the balance shafts except at 2800 - 3200 - the engine growls when the throttle is applied with vigor. Sounds rather nice. I drive teh car 100 miles or so a day to and from work in mixed (highway and stop light) environments.
timing chain and gears looked good. Chain was somewhat stretched. The info on this board proved valuable in setting-up the timing. The only difficult part was determining TDC throuh the two (2) openings in the bell housing, one square with a ridge and one round opening.... Anyway - I feel confident all linged up well as I notice no differenced in how she runs with exception to the growl and high idle speed.
Any insight on the idle sped is greatly appreciated.
