Mine is a '95, and I've seen some '96s with them too. They were also available as a special order item from the dealer, so you'll find them on Aeros and CSE's too.
The Super CS itself was available in '95 and possibly '96. It's not a made up model, because when I carfaxed my VIN, it came up as Super CS. The Super CS is basically a CSE without the FPT (I converted to FPT), SCC (I put one in), or HK sound system. Everything else is pretty much a CSE (leather, moonroof, spoiler, etc.) except for the cool wheels!
The wheels themselves are made by Fondmental, and are a little bit wider than the regular 3 spokes. I think they're still available from Saab. They're really easy to clean too! I'm planning to refinish mine this spring now that I have a set of winter wheels that I can leave on.
