You said ' probably runs slightly rich '. The spark plugs will tell you how the engine is running.
I think from previous posts you have a '90 automatic. If so, they aren't know for super high gas mileage. I usually see 20-21 mpg in city driving.
I would check the plugs and see how they look. If you're running rich or lean, they'll tell you.
Next, I'd suspect the AMM. Some of your symptoms are AMM'ish. The poor idle, and what sounds like hesitation off the line until you build up some RPM. Unfortunately, the only really good way to check the AMM is to find a replacement and see if that helps. I did a post a while back on checking the AMM, it may help:

Have you check the hoses to the charcoal canister? Since it's buried in the front fender, it's hard to see, and turbo boost can easily blow a hose off and create a nasty vacuum leak. To see it, remove the right front turn signal (easy to do) and peek in. The hoses should all be attached.
